Our principal consultant, Dr. John Bordeaux, brings 27 years’ experience working issues of national security and knowledge management. He holds a Ph.D. in Public Policy, which focused on Organizational Informatics: described as a study of the role of computerized information systems and communication systems in organizations – to include the study of their effective implementation, use, organizational value, conditions that facilitate risks of failures, and their consequences for people and an organization’s clients. In addition, Dr. Bordeaux holds a Masters in Information Systems and a Bachelors in Governmental Administration.

Director, Knowledge Innovation, Stupski Foundation

Co-design, develop and manage all of the foundation’s learning, knowledge management and performance measurement protocols and systems.
Located in San Francisco, CA, the Stupski Foundation is a private, operating foundation whose mission is to improve life options for children of color and poverty.  The foundation’s goal is to develop and implement the instructional components and system metrics – the Learning System – needed to deliver 21st century college readiness by fostering collaborative cross-sector research and development (R&D) and the capacity for innovation in public school districts.

Project on National Security Reform, Center for the Study of the Presidency and Congress

Leader, Knowledge Management Working Group of the Project on National Security Reform. Project’s charter is to craft the National Security Act of 2009 for consideration by new Administration and Congress. The Center for the Study of the Presidency (CSP) was under contract with the Department of Defense to investigate core problems, causes, and consequences that underlie the need for comprehensive reform of the U.S. national security system. Dr. Bordeaux chaired the KM Working Group for this Project, and is responsible for the findings of his group, along with recommendations for addressing these challenges.

Chief Knowledge Officer, SRA International Inc.

Responsible for internal knowledge management for SRA International, Inc. Developed vision, guidance, tracking metrics and critical success factors. Coordinated with lines of business, HR, IT, and Strategy to assist in execution of corporate strategy. Successfully advocated for upgrades to “information management and collaboration dial tone” by securing resources for enterprise portal – intranet and extranet – and overseeing implementation.

Contract Support to the Assistant Secretary of Defense, (Networks & Information Integration)

Subject Matter Expert, assisted with the development of, and provided original content for, the Department of Defense Information Sharing Strategy (released 4 May 2007)

Contract Support to U.S. Naval Personnel Development Command

Designed Naval Personnel Development Command’s Center for Information Technology’s (CIT) Knowledge Management Directorate roles, responsibilities and functions; developed procedures for the management of CIT Communities of Practice on the Navy Knowledge Online portal environment.

Contract Support to Defense Information Systems Agency – Command Center Engineering

Knowledge Management Lead for the National Military Command System Information Resource Management Portal. Developed enterprise taxonomy and process/workflow mapping to determine successful modes of presentation for content.

Contract Support to Department of Health and Human Services

Knowledge Management advisor to the Department of Health and Human Services Portal project – drafted business goals for the Department’s Intranet and Internet initiatives and advising on the process and workflow reengineering effort.

David Oppenheimer, brings 27 years’ experience working issues of information management, analysis, sharing, and security. He holds a Masters Degree in Engineering Management from George Washington University and a PMP certification from the Project Management Institute. His work has spanned Federal Civilian Agencies, Military and DOD organizations, the Intelligence Community, and Commercial and Venture firms. Mr. Oppenheimer also holds a bachelors degree in Physics.
